Alaska Defendant Monitoring
About the company
Glenn Hamby owns and operates Alaska Defendant Monitoring, overseeing the monitoring of pre-trial defendants in Alaska for over seven years.
Glenn enlisted in the United States Marine Corps as a Machine Gunner in February of 2001 and is a highly decorated Combat Veteran including a Bronze Star with Combat Valor and two Navy Achievement Medals with Combat Valor, having served in Iraq as a Squad Leader and Designated Marksman, and he engaged in numerous humanitarian missions domestically and internationally and was also a USMC Police Officer and Recruiter.
He has volunteered as a Fireman/EMT1 with Chugiak Valley Fire and Rescue and graduated from the Santa Rosa Public Safety Training Center's Police Academy.
As a DOC-approved private contractor, Alaska Defendant Monitoring has crafted a system for the safe and precise monitoring of pre-trial defendants on bail. It is the sole office providing innovative, tamper-resistant, stainless-steel ankle straps and sophisticated monitoring equipment operated by Alaskans around the clock to protect our communities. In addition to electronic ankle monitoring, we conduct drug and alcohol testing. Our staff includes a DOT-certified instructor/specimen collector, and all personnel are trained in specimen collection.
We are the exclusive agency employing the advanced Pharmchek sweat patch for drug use monitoring, a method that addresses certain challenges associated with urine specimen collection.Alaska Defendant Monitoring was established to guarantee the safety of our communities to the fullest extent of our ability.
As violent crimes increase and fear spreads, we are committed to doing our part to ensure that our residents can live without that fear. Rest assured, when we are involved, the task will be accomplished. Glenn has worked hard to build this business and make it a virtuous, reputable, incorruptible business under any circumstance.

- Used by customers in 48 states and territories.

The PharmChek® Drugs of Abuse Sweat Patch has a long track record of credibility, starting with the original FDA device clearance in the early 1990s:
- 1992: FDA clearance of PharmChek device
- 2004: SAMHSA notes, “Also, scientific advances in the use of head hair, sweat, and oral fluid in detecting drugs have made it possible for these specimens to be used in Federal programs with the same level of confidence that has been applied to the use of urine.” (Federal Register, 4/13/04, 69 FR 19689)
- 1999: NV court finds Sweat Patch meets Daubert Standard (US v. Stumpf)
- 2018: PA court finds Sweat Patch satisfies standards of the Frye test (Commonwealth of PA v. Hall)
Today, we join the other courts that have previously determined that sweat patch results are a generally reliable method of determining whether an offender has violated a condition of his or her probation. It is important to note that the Food and Drug Administration cleared the PharmChek® Sweat Patch technology back in 1990. Today, the sweat patch is a widely used method for drug testing that is authorized by the Administrative Office of the United States Courts.
The Honorable Sandra Day O’Connor, Associate Justice of the United States Supreme Court (Ret.), sitting by designation, pursuant to 28 U.S.C. § 294(a). US v. Meyer - 8th Circuit Court of Appeals, 2007
